            <content:encoded><![CDATA[<p>Customers who want to apply to have a fixed sewer rate for the 2025 summer months may apply for a Sewer Irrigation Rate for sewer services now – April 21, 2025.  Applications are available at Bristol City Hall and on the City’s website at cityofbristolflorida.org. Applicants may also apply by phone by calling the City of Bristol at (850) 643-2261 during regular business hours. </p>
<p>Per City of Bristol Ordinance No. 2024-102, the Sewer Irrigation Rate will be determined using an average of the lowest 3 months water usages from the Dec. 2024 and  Jan, Feb, and Mar 2025 billing cycles for calculation purposes, and will be effective from the May 1, 2025 billing cycle thru the Oct 1, 2025 billing cycle.</p>

            <content:encoded><![CDATA[<p>This is to give notice that the City of Bristol, Florida has determined that the following proposed action under the Florida Department of Economic Opportunity (DEO) Community Development Block Grant (CDBG) program and Grant Number DR M0104 may have an impact on the 100-Yr floodplain and/or wetlands. The City of Bristol will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the these from the proposed action as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
This project’s drainage component proposes to increase capacity of culverts and swales along CR12 and NW Michaux Rd to decrease flooding in the southern portions of the City’s downtown core. The sewer improvements component will replace grinder pumps in three areas hard hit by the Hurricane Sally and Hurricane Michael events with gravity sewers. These sewer improvements will be made in the NW Hall Circle, NW Miller Road, and NW Schmarje Lane neighborhoods.
A few locations exist where there will be impacts to areas mapped as Flood Zone A by FEMA and as wetlands by the National Wetlands Inventory. The floodplain impacts occur near the NW Hall Circle area and the NW Schmarje Lane area. At NW Hall Circle the potential impact area is approximately 0.25 acres. At NW Schmarje Lane, the impact area is approximately 0.24 acres. In both areas, upon completion of the sewer installations all natural grades will be restored, and surface areas not repaved will be stabilized or sodded. There are proposed project work sites very near areas mapped by the National Wetlands Inventory as wetlands. Unless field work identifies further areas as jurisdictional wetlands, these areas will likely be avoided, and the permitted project should have an impact of 0.0 acres of wetland.
There are three primary purposes for this notice. First, people who may be affected by activities in and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain and wetland issues can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain or wetland, it must inform those who may be put at greater or continued risk.

<p>The City of Bristol has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values:</p>
<p>The project’s engineer will take all necessary precautions to serve the target homesites without impacting wetland areas unless no tenable alternatives exist. In that case appropriate permitting through the responsible state and federal permitting agencies will be conducted. It is anticipated that the proposed drainage component will actually relieve local flooding; directing floodwaters away from homesites and other fixed personal property toward drainage facilities that have the additional capacity. The sewer work that might affect any wetland or flood-prone area will be restored to natural grades and stabilized leaving no negative impacts to floodways or flood storage.</p>
<p> </p>
<p>The City of Bristol has reevaluated the alternatives to the proposed works in the floodplain/ wetland and has determined that it has no practicable alternative due to the scope of the project. The no action alternative is impractical as the need for these proposed improvements has been exacerbated and documented by damage received during recent hurricane events.</p>

<p>All wind retrofit activity will be based on the current building code. Wind retrofit services may include but are not limited to door replacement, roof enhancement, fascia/soffit repair, window replacement, foundation anchoring, strapping of all roof attachments, gable bracing and shutter installation. Each residential home will have its own scope of work and contractors must bid on the entire project. </p>

Residential customers may apply for a Sewer Irrigation Rate for sewer services now – April 24, 2022. Applications are available at Bristol City Hall and on the City’s website at cityofbristolflorida.org (<strong><a href="https://cityofbristolflorida.org/uploads/2022-sewer-irrigation-rate-application.pdf" rel="nofollow" target="_blank">2022 Sewer Irrigation Rate Application</a></strong>). <p>The City of Bristol will submit one project for consideration under this round of funding which is detailed below: </p>
<p><strong>PROJECT: Municipal Water Infrastructure Project (Estimated Grant Request: $693,000)</strong></p>
<p>The City of Bristol is seeking funding to make necessary upgrades to its municipal water infrastructure, including the addition of a new production well at the HUD water booster plant site, a new chlorination system, and an upgrade to the City’s SCADA system. Additionally, the city is planning to replace a 2” water main, water lines and fire hydrants along Clay Street which were damaged in the aftermath of Hurricane Michael.</p>
<p>The City of Bristol does not anticipate that anyone will be displaced because of the CDBG-MIT funded activities proposed above. If persons are displaced because of the planned activities, the City of Bristol will assist them as described in the City’s anti-displacement and relocation policy, which is available for review at Bristol City Hall located at: 12444 NW Virginia G. <p>This Request for Qualifications (“RFQ”) from City of Bristol (the “Owner”) invites the submittal of a Statement of Qualifications (“SOQ”) from firms interested in providing Design-Build services for the Expansion of the Bristol Fire House (Project) described below. By submitting a Statement of Qualifications (“SOQ”), the Proposer represents that it has carefully read the terms and conditions of this RFQ, and all attachments and addenda, and agrees to be bound by them. Proposers shall submit the SOQ to Robin M. Hatcher at Bristol City Hall, P.O. Box 207, 12444 NW Virginia G. Weaver St., Bristol, FL 32321, before 4:30 p.m. ET, Tuesday, July 5, 2022.</p>
<p><strong>PURPOSE</strong></p>
<p>The City of Bristol (“City”) is seeking a qualified firm (“Firm”) to provide services for Building Design, Construction Administration and Construction of the Expansion of a Fire Station, as outlined herein.</p>
<p><strong>PROJECT BACKGROUND</strong></p>
<p>The existing City Hall / Fire Station building that houses the city clerk office, city files, fire department, and City Commission meeting room was constructed in the early 1990’s and not been renovated since its construction. </p>
<p>A concept was developed by MLD Architects (Available by request) for constructing an addition to the Fire Station portion of the facility to accommodate the evolving  needs  of  the  Fire  Department.  The above noted concept revolves around the ability to allow the existing City Hall portion to remain undisturbed and in use during construction of the new addition. The purpose of this project would be to enlarge the existing fire station and install emergency generator for emergency and disaster recovery situations. The additional space will enhance training capabilities, fire station functionality and foster community relations. A fire station this size would also be capable of hosting emergency personnel from other areas that may come in and assist the City or County during disaster recovery situations. </p>
<p>Toward the goal of constructing the new addition, the City of Bristol has already acquired a state legislative appropriation which should cover nearly 65% of the cost of the addition.  The City has been awarded funding through a USDA Rural Housing Service/Community Facilities (RHS-CF) Grant to cover the additional costs of completing this project.  The selected Firm will be required to comply with all relevant Federal requirements.</p>
<p>As stated above, the existing City Hall / Fire Station Building is  inadequate to serve the  needs of the residents of Bristol, Florida moving forward.</p>
<p><strong>OBJECTIVES</strong> The City proposes to retain a highly qualified firm to plan, design and construct the Project for a fixed price. The Firm must have a commitment to designing a facility that functionally meets expected growth in the area while adhering to local architecture and history. Therefore, the successful Firm will be familiar with local design themes and development processes.</p>
<p><strong>SUBMITTAL REQUIREMENTS</strong> The RFQ response should clearly and concisely address the following:</p>
<ol><li><p>Firm name and location of the office where the work will be performed.</p></li>
<li><p>Brief overview and the history of the Firm.</p></li>
<li><p>Demonstrated Firm experience in design-build of public buildings, including experience in architectural and public space planning, design, and construction management – with emphasis on the description of any relevant work performed in the Florida Panhandle region.</p></li>
<li><p>Demonstrated Firm experience in publicly funded governmental projects in Florida. Please note the sources of financing.</p></li>
<li><p>Demonstrated Firm experience navigating local permitting processes.</p></li>
<li><p>Resumes of the project architect and key personnel who will be involved with this project: their qualifications and experience related to the scope of work detailed above as well as their anticipated assignments related to this project. Specific information on their background, training, and experience with similar projects should be included.</p></li>
<li><p>Other work commitments of the project architect and other specified key personnel during the project period.</p></li>
<li><p>Demonstrated knowledge of City design standards.</p></li>
<li><p>The extent of work on this project that will be done by consultants or subcontractors. Provide the name, location, discipline, and training of each consultant.</p></li>
<li><p>Provide a list of client references for related local government work done in the past ten (10) years. Include the name, address, telephone number, and contact person most involved with the project and person with your firm that participated in the design and construction of that project.</p></li>
<li><p>Historical data on all government projects completed over the past ten (10) years showing schedule performance and change order history. Include original budget, pre-bid estimate, and final cost. Include experience in delivering publicly funded projects on time and on budget.</p></li>
<li><p>Documented evidence of professional, general liability, and errors of omissions policies and coverages.</p></li>
<li><p>Document any history of litigation associated with project performance and/or professional liability. Litigation includes pre-suit dispute resolution and all matters settled out-of-court.</p></li>
<li><p>Limit the submission of the RFQ to 20 pages or less. You may print on both sides.</p></li>
<li><p>Submit six (6) copies and a digital pdf copy.</p></li>
<li><p>RFQs shall be marked with “Fire House Expansion Project”, sealed, and may be delivered to Bristol City Hall, 12444 NW Virginia G. Weaver St., Bristol, FL  32321 or mailed to: Robin M. <p><strong>EVALUATION CRITERIA</strong></p>
<p>The criteria used to evaluate the submitted RFQs will include, but not be limited to the following items (listed in no order of importance):</p>
<ol><li><p>Qualifications of Firm as they relate to the Project.</p></li>
<li><p>Firm’s experience in local projects.</p></li>
<li><p>Firm’s experience with similar development projects.</p></li>
<li><p>Firm’s familiarity with City of Bristol design characteristics.</p></li>
<li><p>Available resources to complete the project, including the available personnel, design tools, construction equipment and resources used by the Firm that may be applicable to the Project objectives.</p></li>
<li><p>Professional references.</p></li></ol>
<p>Additional consideration will be given to WBE/MBE enterprises.</p>
<p><strong>SELECTION PROCESS</strong> The City Council and City staff will evaluate each submitted RFQ and may select Firm(s) to interview. Following the staff evaluation and any possible interviews, the City Clerk will recommend the selection of a Firm to the City Council (“Council”). If the Council approves the City Clerk’s recommendation, the City Clerk will negotiate a final contract with the Firm. The City Clerk will present a final contract to the Council for their review. This RFQ is not to be construed as a contract or a commitment of any kind. The City reserves the right to reject any or all proposals received as well as waive any irregularities. The City will not be responsible for the costs incurred by anyone in the submittal of preparation of a response to the RFQ.</p>

<p>The City of Bristol is seeking a professional consultant as they apply to the construction engineering and inspection for the Bristol City Streets SCOP project. The scope of this project will include resurfacing Spring Street from SR 12 to Solomon Street, North Pea Ridge Road from SR 20 to Faircloth Road, and Solomon Street from SR 20 to Faircloth Road for approximately 0.8 miles as identified in the City’s Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.</p>

            <content:encoded><![CDATA[<p>The City of Bristol is soliciting Proposals from qualified law firms or individuals to represent the City and provide general municipal and civil legal services.  It is expected that this individual or firm will attend City Council workshops, regular meetings, and special meetings. </p>
<p>The City is requesting that proposals include a monthly retainer in addition to any additional fees to be charged and the basis of calculation for those fees.  The successful applicant(s) shall possess sufficient resources to ensure that the demands for the City’s legal needs will be met on a timely basis. The proposal shall include a list of qualifications including those related to municipal law.</p>

<p>The City Council meets regularly on Monday following the first Thursday of each month at 6:30 p.m. ET.  Occasional special meetings/workshops may be held, based on need, and at the request of the Chairman and City Council.</p>
<p>The attorney selected to provide legal services will serve at the pleasure of the City Council and may be removed at any time by a majority vote of the Council.</p>
<p>The city is insured by the Florida Municipal Insurance Trust for tort-type claims and for workers compensation claims, so defense services in insured cases would not be required except for monitoring of significant cases and assisting the lead defense counsel in the assembly of city records.</p>

<p>B.  Years of municipal or other public sector law practice as a full-time government</p>
<p>                                  attorney or specializing in municipal or other public sector law practice in a law</p>
<p>                                  firm or as a sole practitioner.</p>
<p>                                C.  Particular areas of knowledge and experience in Florida government law, including</p>
<p>                                  but not limited to law related to cities.  Examples of areas may include but are not</p>
<p>                                  necessarily limited to law related to:</p>
<p>                                       1.  Land use;</p>
<p>                                       2.  Personnel matters and labor negotiations;</p>
<p>                                       3.  Franchises and franchise fees;</p>

            <content:encoded><![CDATA[<p>The City of Bristol is considering applying to the Florida Department of Economic Opportunity for FFY 2023-2024 Small Cities Community Development Block Grant (CDBG). The City is eligible to apply for funds in the neighborhood revitalization, commercial revitalization, housing rehabilitation and the economic development categories. Construction activities funded through the CDBG Program must meet one of the following National Objectives:</p>
<ol><li>Provide benefit to low- and moderate-income persons; </li>
<li>Prevent or eliminate slum or blight conditions; or</li>
<li>Meet a need of recent origin having a particular urgency.</li></ol>
<p>The types of activities that CDBG funds may be used for include constructing stormwater ponds, paving roads and sidewalks, installing sewer and water lines, building a community center or park, making improvements to a sewage treatment plant, and rehabilitating low-income homes. Additional information regarding the range of activities that could be funded will be provided at the public hearing.</p>
<p>In developing a CDBG application, the City of Bristol must plan to minimize displacement of persons as a result of the activities. In addition, the City is required to develop a plan to assist displaced persons.</p>
<p>A <strong><em>Citizen Advisory Task Force (CATF) Meeting</em></strong> will be held on <strong>March 10, 2025, at 5:30 p.m. at Bristol City Hall located at 12444 NW Virginia G Weaver Street, Bristol, FL</strong>, to discuss community needs and make project recommendations.</p>

<p> The City of Bristol’s CDBG project proposes critical improvements to the sewer system along Miller Road, specifically in the northeast quadrant. The project includes rehabilitating the existing lift station, replacing the aging low-pressure forcemain and appurtenances with a gravity sewer system, and reconnecting households to the new infrastructure. The City’s wastewater infrastructure has faced significant challenges during hurricanes and other severe weather events, including power outages at lift stations and flooding that overwhelms the low-pressure forcemain. These conditions have historically caused system backups, service disruptions and increased maintenance demands. Transitioning to a gravity sewer system will reduce reliance on pumps, mitigate risks associated with storm-related power loss, and enhance resilience against future extreme weather events. By addressing these vulnerabilities, the City seeks to protect public health and ensure uninterrupted service for its residents.</p>
<p>The City of Bristol does not expect that anyone will be displaced because of the CDBG-funded activities proposed above. If any persons are displaced because of the planned activities, the City of Bristol will assist them as described in the <a href></a>City’s anti-displacement and relocation policy, which is available for review at <strong>Bristol City Hall located at 12444 NW Virginia G Weaver Street, Bristol, FL.</strong></p>

            <content:encoded><![CDATA[<p>Customers who want to apply to have a fixed sewer rate for the 2025 summer months may apply for a Sewer Irrigation Rate for sewer services now – April 21, 2025.  Applications are available at Bristol City Hall and on the City’s website at cityofbristolflorida.org. Applicants may also apply by phone by calling the City of Bristol at (850) 643-2261 during regular business hours. </p>
<p>Per City of Bristol Ordinance No. 2024-12, the Sewer Irrigation Rate will be determined using an average of the lowest 3 months water usages from the Dec. 2024 and  Jan, Feb, and Mar 2025 billing cycles for calculation purposes, and will be effective from the May 1, 2025 billing cycle thru the Oct 1, 2025 billing cycle.</p>
